And in this faithlessness the hand of the officials and chief men has been foremost.” 3 As soon as I heard this, I tore my garment and my cloak and pulled hair from my head and beard and sat appalled. 4 Then all who trembled at the words of the God of Israel, because of the faithlessness of the returned exiles, gathered around me while I sat appalled until the evening sacrifice. 5 And at the evening sacrifice I rose from my fasting, with my garment and my cloak torn, and fell upon my knees and spread out my hands to the Lord my God, 6 saying: “O my God, I am ashamed and blush to lift my face to you, my God, for our iniquities have risen higher than our heads, and our guilt has mounted up to the heavens. 7 From the days of our fathers to this day we have been in great guilt. And for our iniquities we, our kings, and our priests have been given into the hand of the kings of the lands, to the sword, to captivity, to plundering, and to utter shame, as it is today. 8 But now for a brief moment favor has been shown by the Lord our God, to leave us a remnant and to give us a secure hold within his holy place, that our God may brighten our eyes and grant us a little reviving in our slavery. 9 For we are slaves. Yet our God has not forsaken us in our slavery, but has extended to us his steadfast love before the kings of Persia, to grant us some reviving to set up the house of our God, to repair its ruins, and to give us protection in Judea and Jerusalem. 10 “And now, O our God, what shall we say after this? For we have forsaken your commandments, 11 which you commanded by your servants the prophets, saying, ‘The land that you are entering, to take possession of it, is a land impure with the impurity of the peoples of the lands, with their abominations that have filled it from end to end with their uncleanness. 12 Therefore do not give your daughters to their sons, neither take their daughters for your sons, and never seek their peace or prosperity, that you may be strong and eat the good of the land and leave it for an inheritance to your children forever.’ 13 And after all that has come upon us for our evil deeds and for our great guilt, seeing that you, our God, have punished us less than our iniquities deserved and have given us such a remnant as this, 14 shall we break your commandments again and intermarry with the peoples who practice these abominations? Would you not be angry with us until you consumed us, so that there should be no remnant, nor any to escape? 15 O Lord, the God of Israel, you are just, for we are left a remnant that has escaped, as it is today. Behold, we are before you in our guilt, for none can stand before you because of this.”
Derek Thomas writes:
The issue is not so much marriage to non-Israelites, but marriage to nonbelievers. A Moabite such as Ruth, for example, of one of the races mentioned by Ezra, may marry an Israelite (Boaz), because in the goodness of God she had been wonderfully converted! These alliances of which Ezra (and the law of Moses) spoke were essentially marriages outside the faith of Israel. They Brough with them the specter of idolatry as one or the other partner maintained his or her false religion within the marriage, diluting or even obliterating true faith. If the practice continued, Israel would no longer be a Sistine people through whose line the redemptive promises of a Savior would come. She would no long be the covenant bride, recipient of the promises given to Abraham, Moses, and David and through whom “all the families of the earth” were to receive a blessing (Gen. 12:3).

All this was a burnt offering to the Lord. 36 They also delivered the king’s commissions to the king’s satraps and to the governors of the province Beyond the River, and they aided the people and the house of God.
Derek Thomas writes:
There are no details of the journey itself: no description fo what would have otherwise been fascinating stories of individual families and their children in what must have been episodes of danger and laughter along the way. The Bible so often passes over such things in order to keep us on track with the real issue at hand—the story of redemption itself. What we are told gives a hint of “ambushes” and “the hand of the enemy,” but we are left to imagine the details of these episodes. The author wants us to know that though every danger, the good hand of God was upon his people. They were given a safe journey without loss of life or property. God had heard the prayers of his people and shown his faithfulness to his covenant.

For in passing judgment on another you condemn yourself, because you, the judge, practice the very same things. 2 We know that the judgment of God rightly falls on those who practice such things. 3 Do you suppose, O man—you who judge those who practice such things and yet do them yourself—that you will escape the judgment of God? 4 Or do you presume on the riches of his kindness and forbearance and patience, not knowing that God’s kindness is meant to lead you to repentance? 5 But because of your hard and impenitent heart you are storing up wrath for yourself on the day of wrath when God’s righteous judgment will be revealed. 6 He will render to each one according to his works: 7 to those who by patience in well-doing seek for glory and honor and immortality, he will give eternal life; 8 but for those who are self-seeking and do not obey the truth, but obey unrighteousness, there will be wrath and fury. 9 There will be tribulation and distress for every human being who does evil, the Jew first and also the Greek, 10 but glory and honor and peace for everyone who does good, the Jew first and also the Greek. 11 For God shows no partiality.
R. C. Sproul writes:
Paul continues in verse 4: Or do you show contempt for the riches of his kindness, tolerance and patience, not realizing that God’s kindness leads you towards repentance? To despise the riches of God is to neglect them, to consider them unimportant and insignificant. How much time have we given to a consideration of the mercy of God towards us? In Jonathan Edwards’ famous sermon, Sinners in the Hands of an Angry God, he reminded his people of this. He said, ‘O sinner, can you give any reason why since you have risen from your bed this morning God has not stricken you dead?’ What Edwards was getting at was this: if you consider honestly the rebelliousness that you have practised since you got out of your bed this morning, can you give a rational explanation for why God has withheld judgment from you? If you are thinking that the reason is because God is kind and merciful, you would be correct. But some people are perpetually angry with God, feeling that God has not treated them fairly. What is it that God owes us?
To show contempt for the riches of God is not to hate the mercy of God, it is to think lightly of it. For the most part we take God’s kindness for granted and therein lies the danger. Notice, it is not just a bankrupt kindness, or a stingy kindness, but the riches of kindness that is being bestowed upon us by God. Paul uses a term that calls attention to the abundance that we receive from God, not only of kindness, but of tolerance and patience.
The purpose of God’s kindness, tolerance and patience is to bring us to a proper state of repentance before him, but just the opposite effect takes place. Instead of our taking advantage of God’s kindness, by coming to him in repentance and faith and expressing our gratitude for his patience, we assume that it really doesn’t matter to God that we are disobeying his law.

John Calvin writes:
Not in the strength of the horse, &c. After the Psalmist has shown that there is proof of the divine goodness in every part of the world, he takes particular notice that men have no strength but what is given them from above, and this he adds with the express purpose of checking the pride by which almost all men are inflamed, and which leads them to trust in their own strength. The meaning of the passage is, that let man come in the preparation of his own strength, and with all the assistances that seem to him most prevalent, this will only issue in smoke and vanity; nay, that in arrogating the very least to himself, this will only be a hindrance in the way of the mercy of God, by which alone we stand. The strength of the horse is mentioned by synecdoche to denote any kind of protection. Not that God is displeased with those things in themselves considered which he has given us as helps, but it is necessary that we be withdrawn from a false confidence in them, for very commonly when any resource is at hand, we are foolishly intoxicated and lifted up with pride. He opposes the fear of God therefore to the strength both of men and of horses, and places his hope in his mercy, intimating that it is highly incumbent upon us to show our moderation in worshipping God with reverence and holiness, and depending upon his grace. Hence we learn that he only condemns that strength which would take from God the honour due to him.

John Calvin commenting on verse 17 writes:
The fear that is mentioned, stands opposed to heedless security, such as is wont to creep in, when there is a hope of deceiving with impunity. For, as God’s eyes are such that they penetrate into the hidden recesses of the heart, we ought to walk with him carefully and not negligently. He calls the present life a sojourning, not in the sense in which he called the Jews to whom he was writing sojourners, at the beginning of the Epistle, but because all the godly are in this world pilgrims.

Derek Kidner writes:
Something of the devotion and insight of the man praying can be sensed in this confession. His involvement with those for whom he spoke comes through at once, in the swift transition from ‘I’, in the first sentence, to ‘our’ and ‘we’ for the rest of the prayer. Ezra could have protested his innocence, but like the servant of Isaiah 53:12 he was impelled to reckon himself ‘numbered with the transgressors’, more deeply ashamed of the national guilt than any of them, and thus more fit to be their spokesman in confession.
